Default Mysterious offset.

I think s2000 community will benefit from a general tutorial on offset ... for beginners. I have no idea what it means and I know I am not alone.
1. What is maximum allowed offset and how to find it for a particular vehicle?
2. What is the lug pattern and those measurements of 4X100 and others?
