They're some Chinese brand I think, there's a shop here in Belgium which sells very similar knockoff wheels.
Also have the stamps in them (Forged/Japan instead of Made In Japan etc.) and even come with fake Rays/Volk stickers on the spokes when bought new.

The CE28N reps come with almost exactly the same centercaps as the real ones as well.
They're around €400 ($450-480) a set in 16", way cheaper than most other knockoff brands so I think this says enough about the quality of these wheels...
I would stay away from them.
