I could be understanding you wrong but its totally possible to change the bump travel without changing the ride height. The preload adjustment effects the bump travel, the ride height adjustment changes the ride height. Unless one of the adjustments is maxed out (typically the rear ride height adjustment) the the two are decoupled.

Was referring wheel movement before arch contact
Available damper rod stroke would be changed with preload,and keeping within compression range of spring,
droop is of concern with too much preload or lack of droop,and wheel lifting on cornering ,have 13-14mm preload with an 8Kg and 4.5mm remaining bottom bracket adjustability remaining, have 33.5cm wheel center to arch on all for corners.
