Usually the painter / powdercoater is going to want to do the prep work themselves. Save yourself the trouble and just give them the wheels and lets them do it from start to finish. Hell, most guys wont paint over someone elses prepwork.

They can't guarantee the work when they didn't do it themselves.

Yeah leave the refinishing and powder coating/painting to shops that do it as a business. Trying to save a few bucks will not save you any money in the end if the finish cannot be applied properly by a professional. If low on cash, wait and save money and then get them done start to finish.
