Why not just buy some non-keyed bolts and replace the mcguard locks since you don't have a key?

Why should he wait to meet up with someone who has a key?

Think it through. Since he doesn't have a key, it would make sense to replace those locks with regular bolts. Why does he have to wait for a new rails to replace the bolts? The rails are NOT the limiting factor in replacing the bolt.
