This is why I worry about getting a TP. I'm in California at least once a month, I wonder if being an AZ resident exempts you from this or if it is a federal issue.

emissions are up to the individual states, that's why different state have different requirement (laws) regarding pollutants, some states dont have any emission checks
some quick research shows that the inspectors (police) individually pull people over.
If they pull you over for the look of your car, once you prove your car and you are Arizona residents (registration and driver license), "I don't think" they can do anything to you, and they 'likely' wouldn't inspect your legally out of state vehicle, but you are still subject to federal laws, just as you are here in AZ.
I mean think about it this way....they cant refer you to have your car smog tested when they pull you over for speeding.
for CA registered vehicles, the berk high flow cat is not legal either, since it is not an OEM replacement piece. You fall outside the 7 year warranty period, but still have to prove your original cat was bad before replacing it and have a certified shop install it, but again, you are not a cali resident nor have your car registered there.
HOWEVER,
The 1990 Clean Air Act Amendments prohibit private individuals from installing "converter replacement pipes" on their own vehicles.
so that means no cat is illegal in all 50 states,and an AZ trooper can give you a ticket for such. It's a big deal in CA because it is the only state that checks "rigorously" for emission equipment outside of the regular inspection period, and have a state funded (CARB) program to do so.

I agree with you Joe. However, I would like to hear or find some proof. I am not worried about driving in other states without a cat, but it would be nice knowing that they cannot legally do anything to me.
So the question is, can a police officer be it AZ, CA or any other state, enforce a federal law?
