the last team they ran was with Williams and Toro Rosso in 06'. Williams ran the v8 and TR ran the restricted v10. No1 currently runs a Cosworth. Unfortunately they're a privateer and dont have the $ like Mercedes, Ferrari.... so they're engines aren't as refined (not as reliable, a little under power, etc...)

A new manufacturer would have to build a normally aspirated 2.4 V8, that's about it, and of course use the common F1 ECU. I cannot see how the FIA could force a new team to build an engine to say the "specs" of a Ferrari or a Renault. I mean after all, given the fact that all engine designs are not equal, how could the FIA say build one to these specs, but not to those specs.

I totally do not agree. The last I knew there were differences in the degree of the V, not all are 90 degrees.
