A lot of people in the comments are saying people were spectating too close to such an event and it's their fault they got hit.

It looks like it's a cannonball style event, and the drivers shouldn't be racing at all. I definitely blame the moronic driver. Not only did he fail the first time, but he tried to redeem himself and hit a rev limit on end afterwards and spun out AGAIN.

Not sure how this is even a question, the driver is 100% at fault. The car left the bloody road and smashed into them. This is from nearly 5 years ago...

Fence fault for false security issue,Should have been wire reinforced concrete barrier painted in white and red with warning signs.

I would put blame first on the promoter for not providing adequate safety for the spectators, and then on the driver of the car for driving erratically.

If it was a normal street or leaving a C&C, then definitely the driver. If it is an organized event with safety barriers, those barriers need to be more than some lightweight fences, so it's the event organizer more than the driver, not that they are innocent.
