For me and my situation:

New: BRZ (yes you can get them for that price, you may even be able to get a limited but really stretching it).
Used: C5 Z06 with some mods.

My answers may vary depending on mood and day.

If I was keeping my s2k I'd buy a Gti without a second thought. If I wasn't keeping the S I'd buy the frs or brz

I would buy a Spark EV because its under 3000lbs and has 400lb ft of torque, and I drove a non-EV version and sort of liked it despite having only 84 hp.

If I didn't already have a sports car I would buy one of the above-mentioned.

25K is a hard number to hit. Tax title Liscense doesn't cover much. For starting MRSP I'd definitely see if I could get a Base model 2015 WRX I suppose. Close 2nd would be a Fiesta ST. Fun cars that get good gas mileage is the reason.

used $25K - I'd try pretty hard to find a 2001 to 2002 BMW Z3 M coupe with S54. before they either become trashed or too expensive to buy. Z4M might be had for 25K from an auction.

That's what I did, though I didn't win 25K. It's such a fun little car to drive and sounds amazing from the factory.

If it's a true 25K based on MSRP, Fiesta/Focus ST. Read that they are a blast and probably a pretty economical daily driver.
