Default Friend has a problem

My friend that drives a civic (2006) is having a problem revving past 4k on his car. He has an intake, and exhaust ... I'm going to guess he hydrolocked, but he has no trouble idling or driving it below 4k. any suggesions?

I highly doubt it would run at all if it was hydrolocked. Did it just stop reving past4k all of the sudden? Did he drive thru a puddle? What color is the car?

Yeah, he was driving on the highway, and he downshifted to 3rd while on 5th and then that happened. He did not drive through a puddle but he does park his car outside. He has dark blue btw

I had same problem with my S2000, the engine rev limit itself to 3000 RPM, and check engine light was on. it was the crank angle sensor unplugged. very simple repair, make sure he doesn't clear the CEL, it should have the code, what ever the cause is, let him take it to the dealer, and don't reset the computer.
