How reliable are used E36 M3s?
Here's what Edmunds.com has to say about a '99 BMW M3 Coupe. . .

Best value on 1999 - 2000 "M" BMW's are probably the M coupes if you can get over there funky looks. Usually selling for about $3k less than comparable M3's and M roadsters. I almost bought a 2000 coupe with 20k miles for 29k before I bought my S2000.

There are a host of things to watch for. PM me and I'll give you a short list. I would take any perspective car to a mechanic for a complete pre-buy inspection and leak down. My experience has been that a BMW is best owned under warranty...but YMMV.
