Hybrid suggestions
I love driving my dad's Prius when I'm back home.
41mpg at 80mph, no problemo. On secondary roads at 60mph, 46+ mpg is the norm.
I set the cruise at 92mph for about 50 miles or so on the interstate. No problemo! CVT keeps it in the powerband, it never dropped a single mph going up hills. Dropped mpg from 41 to 37.5, though
Yeah, the interior is very plasticky, looks and feels WAY cheaper than my wife's Mazda3. The interior is very much in keeping with the ascetic nature of the car

Older accord hybrid? Might be able to find some at dealerships..
If not, tell him to go for the Camry. I rent a Prius every year for my trip to Laguna Seca for the MotoGp race and it's fine as a rental, but for a DD, no way, not in those crappy seats. Find a leftover or slightly used Accord Hybrid or go for the Camry. I'd hate to get a Prius when the new one is less than a year away with significant fuel economy gains.
Props to your pops for taking a stand. If you don't stand for something you'll fall for anything.
High winds ? You mean like the grapevine with 40-50 mph cross winds. All the time on my way to Vegas, San Fran & Nor. Cal./Bakersfield. No issues anymore than any other sedan car. Again, this isn't an S2000, but it is as good as any 4 door sedan.
Suspension is fine. I have the regular Prius, not even the touring model. Drive it around like a regular sedan & you are fine. Am I doing a 110 mph like Gore Jr......no. I'm just driving it around like a normal car & it functions fine. Going to SD going in & out of traffic, you are good.
Seats are fine. Never had an issue with them. They have been more than adequate for 3-8 hour long trips. Not even close to something like those flat ass seats in a Mustang. Felt like my back was going to pop out after my trip to/from SD in that car.
The Honda Accord Hybrid have a system they call a mild hybrid. Added only about 20% better gas mileage than a regular Accord, but gave really good acceleration #'s. Might be an alternative if you are worried about power, and they are offering substantial discounts on the remaining stock.
Overall the Prius is a fine car. I would get it over a Camry, but that is a fine choice as well. As long as your father isn't drag racing it or taking it to Willowsprings, he will be more than happy with it.

I've thoguht about the accord hybrid too - they discountinued it this past year, right? I'm wondering how difficult it'll be in 10 years to get replacement parts.... though I do like the idea of it.

You should try on I580 between Stockton and Dublin or I680 in Benicia, at night of course. Those winds will make the car swirve like crazy when the wind hits the side. I would prefer my former 1996 Geo Prism in those conditions... and not even at a close margin.
This suspension (issue/non-issue) is like the s2000 and tire choice for the rain. Some say that the stock summer tires are dangerous in the really wet stuff... and some say that it never happens.
It can get nasty in parts. Especially at night. If you look at the news sometime you will see tractor trailers blown over. Back in the day I drove my fathers Grand Cherokee and on one part it blew me over 2 lanes.
Again, with regular driving you are fine. Unless you are going 10/10th's you will never notice any peculiarities with the handling. It handles like a 4cyl. Camry or Accord. For around town driving or even long trips where you are at speed, it is fine. Who in their right mind would drive this car to 10/10th's anyways. What next, are you going to tell us it doesn't drift well ?

I just bought a insight which is really nice i got a 2000 5spd with 86k for 8500. I love it and couldn't be any happier honestly. I came from a ls1 240sx so obviously it doesn't keep up but i don't care. It has plenty of power for what i drive everyday.
In answer to your question buy an insight. Yes it will be used, but that will save you a lot of money. Buying a new car kills your pocket book. reasons for buying 1. It's a Honda. They are the best. I have my other reasons why I support Honda over Toyota but I'll leave that out. 2. it's the best hybrid made so far nothing else can touch it. It's from 2000 and is the best engineered hybrid out.
