I actually read something similar on C&D I believe a LONG time ago. The OP's statement is an over-generalization of the scenario. What happened was the Mustang was shipped with a wrong, restrictive air filter and the car dynoed 50 hp less than claimed. C&D wrote an article on it, then Shelby responded and gave them the correct filter and it went "up" 50 hp. Or more precisely, the car dynoed closer to the originally claimed horsepower rating.
