That car must have been repainted. I say that because the upper left corner of the VIN plate has orange paint on it. I'm sure that plate was put on after the car was painted. Also, if you look close there's overspray on the aluminum door sill (below the lower left of the VIN plate) and on the rubber part above the VIN plate.
It's a 2005 so I why was it repainted. Accident is my guess.

What do you mean by GRAVE issues? Any car with in an accident bad enough to have a rebuilt title is going to have it's value compromised significantly even if it was repaired perfectly.

I've owned like 24-25 cars over the last 20 years and the general rule of thumb in any car community is that regardless of why that a marred title (salvage title/rebuilt title car) is worth roughly half of what it was before. My exposure has been isolated to the sports car market with emphasis on BMW/Porsche/Mercedes.
Insurance companies now are hesitant to write off and total a car for any repair of less than 50% of the value of the car, hell, most insurance companies set that limit at 75% now but a couple still stick with 50%. When I wrecked an M3 back in 2003 it was a 75% limit with a high end car insurance company out in the mid-west. Thats said, for them to have written this car off it had to have been a very expensive repair, at least $15k, probably more like $20-25k, estimate.
You also have to factor in the fact that the car has had a complete respray and color change which also adversely effects the value of the car. I agree with most here that the car is actually going to be a hard sell at $22k. I don't know of any lending institution that'll give a car loan for a salvage/rebuilt title car now that Capital One doesn't do person-to-person car deals anymore.
The seller is limited to selling to someone that has the cash or the means to get a loan without using the car as collateral, those type of people typically are not going to want a car thats been salvaged and repainted.
