1100lbs and 130hp would be pretty fun. It's 23K minus an
engine and tranny. It use the Ford Ztech motor and some
kind of 5spd. I saw one at the Monterey Historics and It was
way cool in person. The quality seemed first rate. One could
finish the car for less than 27K. Best of all the double roll
hoops make it track day friendly.
Mine would be "Prisoner" style, BRG with a yellow nose.

if you just want a track car, just buy a used formula ford or something. You can get them with the Ztec motors with sequential gear boxes for around 20-30k depending on condition and how many races it has won. I think they have more like 170HP or so.
