I really have no idea, but maybe it's a bad relay?

Could be a bad headlight switch or a bad relay. electrical problems are a PITA though.

Well, I've seen some funky things before. I had a car once where the parking lights could come on from the brake pedal switch, and the brake lights would come on with the wipers. turned out to be a crossed wire

Na, I'm sure it's something simple like a relay.

On my Sti there is a button that keeps the parking light on. Its on the top of the steering column.

They put it there because when the key out of the ignition there is no way to turn on the lights. Try looking for a switch that keeps the parking light on. (it might not be that problem because the parking light should be on at all times)

I've been doing some research here at work and I think you are right... the parking lights should be on. Didn't know that they had them but I'll check it out again tonight. It makes sense because before he turned the car on for the first time, he had to plug in the negative terminal. I guess they don't want the battery to die out... haha.

And as far as the center console lights, it seems that these 90's subarus had a problem where the lights would burn out pre-maturely... so it's a matter of putting in new bulbs.

Thanks Guys. If you guys find anything else, please let me know.

I had the same problem on my sti. it is not a relay. its a dumb ass parking light switch that is on top of your steering wheel. it allows you to turn on your parking lights without turning on your car.
