Random Tech Catalic Converter
It should not cause a CEL. I ran one on my Miata for a couple of years with no probs and I passed emissions tests quite handily.
BTW this cat definitely outflows the stock unit. How do I know? They used my cat to determine flows. Our cat was so good that their 3" jobbie didn't flow enough more to make it worth offering as an upgrade so they went to a 4" cat.

A mech O2 simulator is probably your best bet. I had a Random Tech cat on my Prelude, and very sporadically, I'd get a CEL. It would go away for months at a time, and then all of a sudden pop up. I called the guys at Random, and they said it was just one of those things that happens when the circumstances are just right. Not a big deal for me (although the CEL is a PITA), but I never tried any mods to fix it. Good luck.
