Too Hot, or too cold?

I have an instant like for the concept but I can't imagine it is as effective as an electric liner in winter and a recirculated ice-water system in summer. I use a Gerbings liner, heck I rode to work today at 40 degrees, but I haven't spent on the water system... yet.
