It is just not the same but it is about as close as a car can come and still be a daily driver to me. I can't say it is a great substitute for a bike. You need to move to nicer weather! Cops are similar everywhere, crackdowns come and go.

No substitute for a bike, but my twin turbo RX-7 delivers a whiplash "two stroke" like powerband and impeccable handling, so it's a good substitute for the bike when I'm away from the mountains. You need to move to NC, plenty of great riding, awesome weather, few cops, and Tiger Woods is building a new golf course

The S2K is fun but does not compare to bike.
Its much more fun than driving a slow car around.
But as far as getting the juices going... not really.
I had the 999 out on some back roads today... was with a couple friends.
Going around the twisties and winding it out on the bike is a true feeling of freedom unmatched by anything with 4 wheels. IMPO
The S2k does not compare.
However, I do love the car.

the car is nicer if you are going to a club, or to the beach - somewhere where the gear gets in the way (I dot not ride without gear)
but for commuting (u can split lanes in CA), or for canyon fun, the bike is surely more fun: it's more physical, and you experience the surroundings a lot more
move to the US (CA), and THEN u will be very happy with the riding situation; I used to live in Ukraine, and then in Boston - CA beats them all

i own a 2007 cbr 1000rr which i love.... and i also have a 2000 s2000 and i couldnt part with either... the same relationship u have with your bike you will experience with this car.. it is a very fun car, like many others have said there is no replacment for a bike but the s2000 would be one of my top suggestions if your seriously considering it... my s is pretty much stock, intake and exhaust. my friend on the other hand has a worked eclipse pushing about 500 whp and and all the goodies suspension and such, when i let him drive my s he couldnt believe the stock suspension... there are few stock cars that can hang with the s in the turns... before i got my bike iwould follow my friends on their zx6r's and the s kept them in my sight... hope this helps

track: look for some winter tires, soft compound? get a heated vest for the street?
a 92 honda civic-vx, daily drive this during the winter. honda civics are expensive for what you get but cars from this age were the last before they started to bloat out. reliable inexpensive transportation. dont know where your costs are but maybe possibly this would work through the winter.

the s2000 is probably the most fun you can have in an affordable sports car.
with that said, there is no comparison to a bike.
i know it's a simple answer but i hope it helps; i would assume just about anyone on these forums will tell you the same thing.
