Why would he waste his time writing this guy a ticket he is going to jump back over the pond and never show for court? Everyone calling him an idiot/redneck should walk a day in his shoes, that is a high stress job. I am sure his bad days at work make yours look like a joke.

And I figure the only reason that he didn't write a ticket is because he has no idea how to fill out the paperwork w/ the info from the guy's German ID/Passport. He probably figured it just wasn't worth the effort.
