I guess my question would be, why? Is this for some sort of FI application where a huge intercooler is going to be used? Is there something highly inefficient about the front location?

Unless he's doing some crazy engine swap it doesn't make any sense. Any reason related to a FI set up is an invalid point. There are countless turbo/SC set ups that allow plenty of room to retain the stock radiator location.
