Default Why won't V-Tec engage

Hey all
My boy has a 1997 Del Sol and for some reason the V-tec does not engage. Do you guys have any ideas of what could cause this or even how to fix the problem? Any help would be greatly appreciated.

Low oil would be my first guess too.

Is the ECU in limp-home mode? At what RPM do you hit fuel cutoff?

We checked the oil level and it was good. I'm not sure about the ECU or fuel cutoff

what kind of gas are you using?

Does the rpm go all the way?
