It's a truck bumping into a car's rear at a moving velocity, of course the truck won't have much damage; it would just push the other car forward. The car, however, suffered that kind of a damage due to being lost of control. I bet the rear damage wouldn't have been that bad if it had not lost control. Moving velocity is completely different than as if hitting a wall, even at 26mph, for the other car was already rolling on wheels.
