Some kind of driver training I think - if you go back far enough on the link Tim posted, you can just make out some of the writing on the doors of the beemers. There's a fleet of Rovers at one point too.

Just on the outskirts of Adenau there is a BMW training place.

When we drove past there were around 50 grey M3's parked there.

Most likely the cars are from there.
