It's possible that the blanket nature of the ban may lead to a kind of "fly parking". However, as things stand, it is simple exploitation and racketeering. Having said that, it must be very fraustrating to have a staff car park, for example, used by shoppers/commuters/other workers, leaving your staff to park elsewhere.
The law should make provision for minimum sized sinage, that should be clearly visible, stating the penalty for parking in that area in full. There should be a maximum release fee, as the OP states and licences issued, not only to the operator, but to the parking area to be covered.
Whilst I agree that a blanket ban isn't the beat way forward, given the austerity in Government at the moment, the above would not be enforcable, so this plan is currently the best way forward.

It's either ban clamping or make hurting clampers legal, really. They are usually muggers after all.
Why is it not extended to the public highway? The concept of making a vehicle causing an obstruction immovable is so fundamentally flawed, it's moronic. So clearly, it was also only ever about money. And mugging invokes the principle of self-defence again...

I agree with the ban, but something needs to be done to allow people to prevent fly parking on private land.
Clamping on private land was close to extortion in many cases so i agree with the ban. But with privately issued tickets being virtually unenforceable it does leave the land owner at the mercy of fly parkers unless they invest in barriers.

I remember having a difference of opinion with someone on here seeking sympathy about a fine (I think it was) having left his car in a McDonalds to collect someone from Heathrow. Seemed to think ostentatiously drinking a cup of their coffee 'bought' him several hours free parking (the arriving flight was delayed).
Now that clamping is to be banned maybe management will resort to carefully placed glass jam jars?

Unless it's not signposted as your space, in which case you could be inviting trouble.
