Default Floods

Over the last year or so there have been a couple of idiots nicked for driving through puddles and soaking people. I was wondering whether the law that trapped them would apply to anyone driving through the current floods and causing a bow wave that forced water into people's homes.
This week's floods brought the water up to within one inch of my house so this is something of urgent interest to me with the rain promised tomorrow.

Sandbags or gaffer tape.

Otherwise, it's a bit like being glad there's a prison sentence in case someone kills you.
