Default Honda fault codes

Hi, quite possibly a stupid question but the doris has a 02 Civic, which has an intermittent starting problem which I'm trying to sort out. There's no fault lights on the dash etc.

First question is, do Honda dealers have diagnostic equipment that may be able to retreive any codes regardless of there being no CEL, or do I assume that there are no faults stored? An old beemer I used to have and which caused similar issues had no lights on the dash but the garage would plug it in and retreive fault codes off it, so is there any need to take the Civic for electronic diagnostics without a flashing light or will modern Hondas always highlight this on the dash?

If the answer to the above is yes, would a cheap code reader off Ebay/Amazon retreive all fault codes that could possibly be retreived?

Hopefully this makes sense and thanks in advance for any guidance

Yes and yes

eBay one is your best bet.

Some codes get stores but only raised as a CEL if it occurs more than x times.
