While I agree that inappropriate use of speed is a dangerous thing, particularly around built-up areas such as schools etc., surely the very fact that there are so many people who are prepared to lie/call-it-what-you-will to avoid a ban suggests that the rules are simply wrong in the first place?
Why don't the law makers look closely at the underlying problem rather than trying to 'patch-up' the situation by making even more complex rules that surround the underlying cause?
