Ticket for blowing nose
I wonder if there's more to this story - it's just too ridiculous to believe.

He maintains he was stationary and that the handbrake was on. If true, then it seems faintly ridiculous to claim he wasn't in control of the vehicle.
If however, as I suspect, the traffic was creeping forward, then there perhaps is a case and it was just unfortunate for him that he was clocked by the jailers.
We'll have to wait and see if the Procurator Fiscal goes ahead with a charge. Difficult one though as he'll be charged for non-payment of a fine and we can't condone a situation where people can duck an offence if they feel they've been harshly treated.

I heard about this as well. Even if he was "creeping" along in slow moving traffic I don't see the problem. I was driving along at 75 the other evening and I sneezed, does that mean I get a £60 fine as well 
Yes there might be more to this story, as no news agency likes to get both sides of the story before reporting anything these days, as that simply gets in the way of a good story. But either way it's unlikely this guy could have done much else wrong to warrant the fine.

It's a job that allows under-achievers to become instantly powerful. I'm sure there are good cops out there, but law-abiding people are only really likely to come into contact with the force's pedants and power-hungry.
I've always imagined there's an element of 'kick-the-cat' involved in these cases, as their job must often be boring and frustrating with all the red tape and inability to target real criminals.
