Whats wrong with cabrio drivers?!
Heading home last night in the Passat about 5ish and was greeted in the car to it showing 25 degrees outside. Pulled up alongside a lovely looking blonde in a MINI Cooper convertible with her window down and roof up! Then i spotted an SL, new Astra, MG TF, two MX-5s, Boxster, all in the space of 2 miles through town, all with their roofs up!
I mean, how hot does it have to be for some people to put the roof down?! I've come to the conclusion that there are probably people driving convertibles who never have the roof down, so why buy one?! Its the first thing i do when i get in mine unless its raining!

When it gets "too" hot most people prefer roof up so they can use the air-con and also stop being burnt. Or they've got a load of paper in the car they don't want blowing away, there's many reasons.
Some people can't be arsed everytime the sun comes up - early in the day it's not my cup of tea sometimes for example.
Also, the s2000 revs to 9000rpm, doesn't mean you should do that every time you can though....
It just may be worth it for when they go on a little driving holiday but they don't fancy top down in normal driving, esp if in town where people can nick stuff out the car and so on.

I know exactly what you mean and it does annoy me a bit. As Dracoro stated there are many reasons why people don't put the roof down and I would like to add - the S roof goes down in under 10 seconds and that is brilliant + a 2 seater is not so draughty

I know what you mean... I try to have the top down as often as possible, but sometimes I leave it up for very short trips... My girlfriend is even crazier, she'd have the top of her 206 down 24/7 if nobody would steal it 
(and our weather is only slightly better than yours)
I agree with j8mie: hair is the biggest excuse... here in Holland the more expensive the car, the more chance of it being top UP... MX-5, S2000, 206, other 'cheap' convertibles: top down most of the time, the rest top up the most of the time...
ow: manual vs electric is also a factor. Golf 3's are only top down on really sunny days...

(and our weather is only slightly better than yours)

Their roofs don't move as quick as ours 
I pulled out of the dealers yesterday and cruised past a Megane waiting eons whilst his foldy metal roof played origami putting itself back up.
I purposefully dropped mine as I drove past
