I think so, they started using "restrictor plates" for high speed tracks like Daytona and Talladega to make the cars more equal and for safety reasons. These plates go between the carb and intake manifold and restrict how much air the engine gets, thus lowering the engine's output and the car's overall speed.

I don't worry about winter tires, it snows here maybe twice a year and if it does, it doesn't snow much and doesn't stick around.
