This is above the California Title 22 soluble threshold limit concentration (STLC) of 5.0 ppm. You must be excavated, stockpiled onsite over Visqueen plastic sheeting, loaded out (after confirmation sampling into the excavation sidewalls and botton and laboratory analysis by EPA Method 7199 for total chromium after sample extraction), transported under hazardous waste manifest to U.S Ecology's federally licensed disposal facility south of Beatty, NV for treatment by incineration or encapsulation. Your parents will receive a hold harmless statement relieving them of any further environmental liability for you.
