I think PGR is much more 'realistic' in terms of car balance and whatnot, which is why it was harder.
Forza tends to overemphasize oversteer and TTO, even in underpowered FF cars, and the driver aids are almost a necessity to have any semblance of car control. I took off ABS and the game borders on impossible; even with an S3 class car I struggled against D class cars because you have to brake 2 miles before the turns. The slightest tap on the brakes tends to lock them up and they only release if you completely let off the brakes.

Same here.
Get a nice fast car (I was tinkering with a 500 HP Evo), turn ABS off, and try to race against C class cars. Granted, I turned all the helps off (+100% bonus) and it was a bit too much, but the braking model they use is nasty.
