Mike, what Mitch said is right. Within the same brand, the numbers can usually be directly compared. However, the testing to establish the UTQG rating is only done on a handful of sizes (2 or 3 is common), so the different sizes will wear at different rates, etc. And a lot depends on what you do with the tire, too. A hard day of driving in the twisties can wear as much as 2000 miles of interstate driving.
As a whole, the UTGC number is utterly and totally meaningless for a performance tire.
18,000 miles from an S02 is phenomenal, which tells me you either babied the car or drove in a straight line the whole time. 11,000 on an S03 is a median wear rate.

Thanks BIlly! Well I did baby her in the beginning until she got hurt!
because at 18000 miles the OEMs were as BALD as me, I waited too long to replace them, and had a bad slide in the rain! 
Oh well time to order new rears!
