it's a government job, as such, the First Galactic Empire is probably paying a premium to independent contractors guessing that the labor unions probably hold a pretty strong sway after the droid armies wreaked so much havoc. *assuming this is previous to the emporer dissolving the congress in ep 4, after which i'm guessing there was a substantial increase in the usage of slave labour for the second death star... it would appear, even by rotj the empire is still reluctant to use large droid workforces....

For good reasons CPU bugs tend to appear quite often and make the actual work take twice as long if there can be outside factors...just think of the remote hacking and building of your name into a death star? that would be a continuous firewall issues lol.
