when i quote a project at 30hrs but finish in 16?

Absolutely not. As long as you completed the project properly.

Did you charge (if applicable) for the full 30 hours, or just 16.

i don't do the billing, i'm just a programmer. My project manager and his boss work out the rest of the details w/ the client.
