I know many Brits in Japan who are fluent or just about fluent in Japanese after spending up to about 10 years in Japan.

I only know a couple of Brits in Hong Kong who would be considered fluent in Cantonese, and both of them were born and raised there .... I know plenty of other Brits who can speak very very little Cantonese that were born in Hong Kong .....

I understand that Mandarin is much easier to learn than Cantonese ......
