It's the Latin genetive plural for 'qui' or 'who'. So it means "of whom".

the transactions of the committee cannot be discussed without a quorum of committee members! In fact, this very thread may be in violation of the charter.

The number needed to make a quorum can also only be decided by committee, so once we have a quorum the committee can meet to define the size of a quorum.
