The way I see's it:
Cowboy and Indian are a couple. Cowboy doesn't like Indian standing so close to Construction Worker, so Cowboy hires Cop to Watch over Indian. Biker is ghey.

Cop left his 'partner', Whale Trainer, to have affairs with Construction Worker. Indian and Biker double dated with Cop and Construction Worker. Whale Trainer snuck into congo line, dressed as Cowboy.
