Yes and no. Beginners yes. Track experts no, it's based on the cart.

Beginners will find that the carts are so close to being even, that it comes down to driving skill.

Experts will quickly realize that there are like 3 lines you can take around the track, each with +s and -s, and different carts will complement/hurt lap times for each different line. It's a matter of realizing what kinda cart you're in, and adjusting your line. (fast accelerator, good braker, tight corning, etc...)
