the 2x12s will set on either side of the 4x4s, with bolts going through one 2x12, through the 4x4, and through the other 2x12 on the other side. it's called bolt-on-side construction.

to acheieve a 36" high deck, the vertical measurements will be

deck board = 3/4" (36 - 3/4 = 35.25)
joist on edge = 7 1/4" (35.25 - 7.25 = 28)

4x4 post will have to be 28" inches tall, with 11.25" of which is covered up by the 2x12's huggin them.
