Default Ebay Advice NEeded

Good morning!!

Question...
I'm hoping you guys can help me out...
I'm selling an old phone on ebay and I had this question posted to my ad. It doesn't sound very legit, and I've heard a lot about these overseas scams. This one sounds like it.

A) is it?
B) if not, how can i protect myself to ensure that this is a legit transaction.

here is the note that was posted.
thanks in advance everyone

I would tell him if he wants it, to make the highest bid.

Once again.... follow up with your form of payment, and explain you will not be sending out the item until $$ is in the bank. If he says ok, then sell him the phone.
No loss to you if you still have it
