Who is the subject of the sentence therefore you would use WHO, only when it is the object of the sentence would you use WHOM .... as in .... "It was Charlie whom was getting laid".
Also, it is VERY unusual to use WHOM as the first word of a sentence. Even if you are starting with the object you would normally use who rather than whom.
