I'll go with crap.
Though I have to wonder, if you smoke your electronic cigarette while taking a CRAP, will they even know? I mean smoke detectors aren't going to detect the vapor that comes out of electronic cigarettes right?

Crap. All crap. Fine is wrong, and the FAR hasn't banned ecigs explicitly.
Operators can issue their own supplementary rules, and all the major carriers have banned ecigs, but the punishment would not be for smoking - it would be for refusing to comply with the crew member telling you to put it away (and that fine can be much bigger than $10K). Delta includes ecigs in their safety videos.

As of 2014, the Federal Aviation Administration has not declared a ban on electronic cigarettes; the decision has been left up to the individual airline. Before puffing on an LED-lit " cig-a-like," check with your steward.
