^This. I've sat with countless people trying to help calm their breathing and heart rates in high stress situations (never mind experiencing some of my own scary situations). I'm no medical professional but my experience is valid.

Unless you're scared to death, then you heart stops, which is like an extreme form of slowing down. I'm sure that's what they meant.
