Having lived there I would say crap if you are basing it on economic standards but if you basing it on size, population, and other factors I would say fact.

I'm gonna get picky here and say that the terms "first," "second" and "third world" are horribly out of date. If we're talking about the original definition and looking at it at the time the definition was accurate, I'd say FACT.
But if we're talking about whether Switzerland is a "developing" country, that's CRAP.

Given the ridiculousness of the questions, I'll assume the former is what they mean and say FACT.
