At 9am. If I leave here at 8:45 I hit the HOV at exactly 9. It shaves a good 5 minutes off the commute.

5 mins *20 working days per month is 100 extra hours in my life every 5 years.

Anal engineer thinking.

Not HOV after 9am is the point Gina. If I get to the HOV before 9 I have to stay in the 'normal' lanes. If I get to the HOV lane *at* 9:00 I move on in with no fear of ticket.
