Protecting the QB makes *some* sense, in that they are typically the highest profile players (except for loudmouths like Sapp) and frequently are 'franchise' players that stick with a team for many years...
But the 'new emphasis' on downfield contact... shit... you should be able to draw a penalty every play. 5 Yds and an auto 1st?

Oh, yeah... and the downfield contact doesn't even have to be in the play. The Packers had a penalty called on them for bumping a receiver (on a 3rd and 8 play
), except the bump occured after the QB had thrown the ball towards the stands... 5 yds and a 1st down, which led to the Bears scoring a TD. The punishment does not fit the "crime"
