Plenty of countries pay > 40% of GDP toward taxation of all types. Those countries tend to have more help toward education and health. Sweden university and healthcare is free. Never mind the discussion of how good it is since no one here knows... The point is that higher taxed populations tend to get more social services.
Interesting that we're at a time when the citizenry of the US is wanting more (for Katrina and Rita relief) from the feds.

However, I do believe that it is possible that tax rates can influence the amount of work individuals will undertake. There is just no way to measure it.
That being said, lower taxes may lead to more work, but may lead to less tax revenue. Does the gain outweigh the loss? I don't know. It's easy to measure the loss. Any increased productivity would be difficult to measure.
