The guy who fixed my water heater used the plug for his tools (why he couldn't use the open outlet I don't know). When I metered it I got 110 to the ground but no 110 across hot and neutral and no short from neutral to gound.

Of course you know what that means right? When he plugged it back in the neutral prong failed to make contact.
